Way to save on not buying a Flash Bridle ?

Could you use spur straps for a flash strap? ( I'm talking about the leather (or rubber?) spur straps, no nylon)

My first thought is "Why do you need a flash noseband?"

Like other non-basic tack, the "need" for tight or complex nosebands is usually a result of a horse's poor training and/or its riders' harsh hands. If a horse feels the need to open its mouth to evade the bit action, that bit is not acting correctly. If a person feels the need to tie a horse's mouth shut, or its nose down, then there is something really wrong with that situation.

Teach the horse to accept the bit, and throw away the whole flash noseband part of the bridle. If you're showing and need to have a cavesson on your bridle, then use a plain one and have it loose enough for the horse to nibble treats. That's a decent rule of thumb to ensure it's not too tight, and that the horse is complying with the rein aids because of good training, not because the horse has no choice.

Go ahead, thumb-down me for suggesting you train a horse instead of using a gimmick...
